Matt Have you been standing your kart on it's rear bumper in an upright position? this would be the reason for the gunk in the exhaust plus the non starting.
If stood upright on the rear bumper with fuel in the tank it will drain down through the engine and fill the exhaust. If this is the case that will be the cause of the non starting.
