Bend a strong,small flat screw driver into a L shape about a 1/2cm from the tip,then slide it between the seal and the shaft, then pull it down towards the balance shaft and towards you at the same time.

You might have to do this either side of the balance shaft.

DO NOT DRILL IT... You will end up metal filings in the crankcase bearings.
