At the end of the day, I think a lot of people feel like myself, that the MSA is run by a bunch of accountants who also sit in an office and have no ideas about the realities of racing. I once was told by a scrutineer that I couldnt put any lead under my seat in my TKM in case, and I quote:
"If someone came out of their kart and you ran over them, thats lead would hurt them"
So what about the 8 floor bolts, the easystart, the brake disc protector and sprocket?! I think if someone gets a kart running over them there'd be more things to worry about!
Regarding the chassis protectors and them becoming flying shrapnel, then all I say to that is Racing is Dangerous, if you don't want to get hurt then don't do it! Sure its wise to reduce the obvious risks, but if you're worried about a piece of plastic slashing your throat then wear a neck brace! This is then serving two purposes of protecting your neck, and protecting your throat from flying debris.
The risk of danger in racing is one of the reasons I get such a thrill and do it, if you take that away it would be boring. Drivers like Michaelg36 and I who race superkarts race superkarts for this very reason....more thrill, greater risk but a greater reward (and respect!)
