Roadrat,

What makes you think the seal in any way stops cheating? It doesn't, never has done, and never will do. All it does is allow the cheating to be hidden behind the seal, going undetected for many races. It also makes a mockery of competitors being liable for the eligibility of their own equipment when said competitors cannot examine their own equipment.

The best solution for providing a level playing field always has been and always will be limited tuning (blueprinting). Engines can be made equal at a small cost, competitors can build their own engines if they so wish and scrutineers can open them up at every meeting.
