Wouldn't removing seals ultimately make the racing more expensive and less competitive?

Because wont the cheats move in and take advantage of being able to modify without automatic detection?

Wouldn't the knock on of this be engines would need to be regularly dismantled post race to deter this?

To clarify, I'm asking, not telling!

Does anybody practice on a unsealed engine they maintain themselves and just keep a sealed race engine?
