Old for Dry...New for Wet...

The Old one does work better in the Dry, as shown by the fact that everyone you will see who is fast uses it.

In the wet, the choice is yours...

However, in very wet conditions the old ones suck up water like a hoover, which is why you will see number plates, and all sorts of additions on karts to stop that happening.

..or just use the new one. Does not suck up anything like the water of an old style one.
