There seems to be a fundamental misunderstanding concerning weight. Add a few kilos to the kart of an 8 or 9 year old and you will slow them down by virtue of how static weight on the kart works differently from weight within the driver.

All you do by increasing weight is hand an advantage to older drivers who by virtue of their size can use the kart much more efficiently than smaller ones. Many older drivers can manage to be 5-10kg over and still be competitive. Put 20kg of lead on an 8 year old and they go nowhere.
