How can the removal of PCAs be used as an excuse for inconsistent tyres?!

Surely if the same amount of PCAs have been removed from every batch every new tyre should be worse by exactly the same amount?

Or has there been a c**k up and some batches of tyres have the PCAs and some don't?!
