why would you want to restrict the current engine though. Do people not think that it will seriously kill performance of the engine! Heavy people would run no restrictor and people on the 148kg limit would have to run one! completely stupid and unthought of! 4kgs chaps its not exactly massive. Karts have become heavier over the years and a small increase is required but I feel only if tyres were changed as again it would hamper performance and lap times.
