Without the restrictor, just set the carb to 1/8th high, 2 1/8th low.
Next year, if the proposed changes go ahead, you'll probably be able to use any method to stop the axle moving, but you will need to modify your bumpers to accept the latest type bodywork, and fit a brake disc protector, seat washers, full chain guard, exhaust wrap, steering column sleeve, fin rubbers, and probably a few other things that have been introduced in the 14 years since your kart was made that others will no doubt post.
