.. ... "must move before 3000 rpm" ...test , is not valid or reliable in practice.
I am not saying the "fence post" version is the optimum either, however, it is a proven ( USA) test that is quick, cheap, and easy to do both before and after a race if necessary.
If you wanted to do it properly, you would need a portable chassis dyno ( not impossible, but too expensive !)
