WTP carb problem

Just had two carbs rebuilt and still being a bit of a novice with carbs,one will not draw fuel into carb unless i choke it.When engine starts it stops drawing fuel which runs back down the fuel line and engine stops unless i choke it before it stops.The other carb is fine,obviously there is a problem with the rebuild, will call the guy tomorrow.But what is the problem,not holding pressure,leaking,dirt in jets.I have bought a tester but has not arrived yet and will attempt to rebuild the carbs my self in the future.But i need a bit more of an idea of fault finding.
