Not sure what you mean by 22.50 but typical pop-off is 10-12psi, holding no lower than 5 psi. everyone will have their own opinion about these figures but anything close to these values and the carb will work. Holding pressure is probably more important than actual settings - at least for a newcomer. Carb must have main body; gasket; diaphragm; bottom plate; in that order. With these items removed you should also see a crescent shaped plate which has a gasket and diaphragm under it with gasket nearest to carb body. There is a choice of 2 of these gaskets in the kits; you need to use the one with a curved opening with a hole at both ends. There could be countless reasons why your carb doesn't have a gasket - answers on a postcard... but it should have one and MUST have one for MSA racing.
