If the airbox and filter is wet with fuel then maybe the float bowl cut off needle valve is at fault and not cutting the fuel supply when the bowl is full and flooding the carb, this would account for why it was always rich even on smaller jetting .
Just as an aside I thought 3mm float height was only for the heavier floats and not the lighter ones you are using . I will have to look into that .
