Why does it cost more to seal an unsealed engine than to re-seal a sealed engine? Surely it is not assumed that everything is legal so there is no requirement to measure everything? As it was put to me recently, people can get in and out of safes and vaults undetected so why should a piece of wire and a tag prevent the same on an engine?
