Well that is what pitlane banter will tell us and how people justify huge amounts for "special" engines. It is mechanical engineering and manufacturing variances and tolerances will always occur. It is just what is acceptable and I suspect that is where Rotax QA have a wider tolerance that is considered as acceptable on a mass produced engine.
