my verdict is that there is probably nothing wrong. The idle needs to be high enough so the engine doesn't stall when it is hot. Subsequently, this means quite a high idle when it is cold and it will rev very high without any load. It is one of the reasons why I prefer direct drive. Chris's post below states pretty much the same thing. Get the kart to the track and enjoy! I think then you'll understand what I'm trying to explain. It just needs a little bit of time to set it up spot on
