re you sure you are getting a good seal with the pop off tester?

The adapters aren't very good at sealing on to the carb body.

I made my own with an 'O' ring seal.

Immediately after it pops off, hold the needle down with your finger.

If it stays at the pressure the needle flicked to, then your problem is with the seat or needle.

If it still goes down, then the problem is elsewhere.

Have a good look at the needle sealing point to see if a ring has worn in the tip.

You can get the seat out to change it but you will need a special little tool.
