You don't say from WHERE it's flaking off. If it us around the engine mount, on the lower front 'hoop' (under the bumper) or along the underside of the chassis where it's met too many kerbs then I can't see why you are surprised!

However, if it's in other places where there can have been no 'mechanical' damage, then you really SHOULD be calling Zips! I have no doubt they will honour their duty...... and the LAW..... and they will re-powder-coatit for you..... sale of goods act comes to mind.
