I would say its definitely the carb not supplying sufficient fuel. This would normally be sorted by adjusting the mixture settings, but if you're sure you've exhausted this possibility, and the carb gasket isn't obscuring the pulse hole, then its likely to be a carb rebuild needed. Is the fuel dropping away from the carb?
