Why does it have to be 'either, or'?
Why not a PROPER democracy (voting for our leaders) and who are re-elected by the DRIVERS every three years. We then give the leaders some TEETH and get them to them various targets by which to measure their performance.
If you want to take this to a PROPER level, you force them to do 'results by targets' except that you make this a specialised form:- that of 'Failure Targets'.
You simply insist that the leaders who are up for election MUST declare their proposals AND must declare the level at which THEY will say they have FAILED if they haven't achieved their target.
For example, one candidate might state:-
' I will increase the numbers of karters by 50% and I will have FAILED if i don't get as many as 20%'
Another might state:-
'I will cut the number of 'contact' incidents by 20% and will have FAILED if I don't beat 15%'
That 'failure target' is a CRACKER! It states EXACTLY what they will do and states how we can judge if they FAIL!
Those that state: 'well, I just want a safe job for 3 years and will have failed if I don't get 15 free holidays within the 3 years'...... won't get a LOT of votes!
