Static balancing of the type John describes will not achieve a dynamic balance, in fact by statically balancing the wheel you could well increase the dynamic unbalanced forces.

To balance the fronts it would be possible to use a road car wheel balancing machine, provided you are able to set the wheel wide and diameter to a kart wheel.

The rear axle should really be balanced as a whole, theres not a lot of point in balancing the wheels and tyres if the other bits attached to it are out of balance.

Not sure how you would go about balancing an entire axle assembly, this would be tricky.
