so they can make changes mid homologation but its bending the rules?

In the TKM homologation (I have one here infront of me) it states nothing regarding what the kart is made from only the dimensions and angles built into the kart and what the tube diameter and thicknesses are, so how it is rule bending if there isnt a rule to stipulate what material should/can be/or is used.

Not having ago or anything at all but its just what the homologation includes or rather doesn't lol
