My understanding of homologation is that manufacturers can make small changes to the chassis mid homologation.

As for changes to the tube spec, I suspect the only reason to allow a change is if the original tube cannot be bought from the tube manufacturer any longer.

All the best manufacturers evolve their chassis thoughout the homologation period. And yes it is bending the rules.
