You're probably looking in the region of about GBP10K to be up the sharp end for a season of club racing in Max. That would include GBP3K-GBP4K for an outfit.

With a fresh 2007 chassis from a decent maunfacturer [Gillard, Tony, Birel] etc... and a fresh motor the kit will be well capable of winning... set-up and the driver will determine whether that's possible or not.
