From your description, you seem to be referring to the perforations approx 3mm diameter, in the baffle cone of the "Vevey" style exhaust. The blocking of these will cause a slight change in the power curve of the engine, giving an increase in mid range at the expense of bottom end. Back in the 70's, I had an exhaust with the holes welded up. At that time it was a little known tweek used by at least one fairly well known tuner.
