If fuel is within MSA legal limits, then surely its legal. It doesn't matter whether there are additives or not. End of story. If the MSA limits results in the dispersion of dangerous gases such that cause harm/pain to competitors and spectators on the day... then there's a problem with the MSA legal limits.

If I show up to a public place and start to liberate something that's harmful to the general public, then I can be asked by the Police to stop what I'm doing. For example, its not illegal to possess Chlorine but if you liberated it in a public place you could expect a visit from the Police.
Remember Steve, you did mention that we're talking about hazardous fuels that release painful/dangerous agents. I'm not talking about cheating per sey.
