No both jets need adjusting. Hi jet is after butterfly. This delivers fuel when flat out. Low jet 'leaks fuel' when butterfly closed so you have something when coming out of corners. I think the high is set first. ITPRO has a good article on the tkm carb. I'm now expert so take what little I know with a pinch of salt. Someone will give a more comprehensive description.
