I suspect that you waive the right to any protection under the 'law of the land' if, by entering the event you accept whatever conditions the event organiser specifies.
It would seem that the conditions covering your experience 'alan rr' are not specified in the rule (MSA Blue) book as they should be .ie after due consideration, specify the rules and procedure clearly in the rule book for all to see and then enforce and follow them.
IMO the entrant should have the right of appeal against the scrutineers decision, and the proper and stated procedure should be followed.
I am less sure regarding the fate of parts which are accepted as being ' illegal' but entrants agree to comply with whatever rules the organising body comes up with. ....B.R.L.
