The club must be aware that the MSA can not prevent new classes. They did impose a restriction on having national championships until the class had been established for 3 years and if memory serves it was envisaged that this would be at club level.
They then had criticism for not allowing the X30 series to have an O plate and LGM got around the rule by having a `Tour' rather than a championship.
Clubs could have a minimum entry requirement before running a class or merge classes where performance is similar but numbers are low.
The MSA are not perfect but they do seem to be uised as an excuse for problems which are not of their making or within their control.
