There are a series of 'clubman' championships that do just this.
The NKRA for example run 6 classes in regional championships with a Grande Final where there are enough entries to warrant hiring a track as a standalone event.
However for a variety of reasons people just don't seem interested.
Some of the reasons I have encountered include:
it's cheaper to join an 'illegal' championship (ie one not running on an MSA licence) because clubman races are part of club meetings. There are at least three 'illegal' championships being run at the moment.
my driver wants to compare himself with 'the best', he'd rather be 59th out of 60 on a superone grid than 1st out of 30 on a clubman grid.
i don't want to travel that far: if I miss a single race my championship is done.
bang for buck. Not wishing to be part of a small championship grid, even if the grid at the club is large. This is often down to word of mouth, someone at a club being active in support for one championship, not so active for another.
As for ranking the various events, how much more money do you want to pay on your MSA fees? Any time spent has to be paid for.
Additionally, motorsport is a business. The clubs, or the track owners, aren't in it for the fun of it. If 'ranking' gets more revenue, then they will push for their ranking, at the expense of other clubs. Drivers are not very public spirited, they will go to 'best' clubs based on the advertising, not on actual factors.
We see this in the see-saw of clubs, why is one club struggling for entries one year and overflowing the next? Why are some clubs finding that they have non-MSA meetings that have more drivers than the MSA meets?
One reason is that the travelling championships suck up the budget, the more drivers follow a championship, at whatever the level, the less they patronise any single club. The old body of club regulars simply isn't there any more, or at least, not as MSA licences.
In the early 90's, it was quite common to have up to 60 karts in any of the classes. B and C finals were common. Now, at a meeting when there isn't a visiting event many clubs struggle to put 80 karts total on the track, even though they may have more karts than that turning up on practice days.
