I know you have no interest in 2 strokes, but I'd be interested to hear why you think they are so troublesome? We race in JTKM, my lad moving up at 11 due to his weight. I was concerned about the jump in speed, power etc. and did wonder whether he'd struggle physically. He coped so easily I wondered why I was ever worried in the first place. They adjust to the speed difference very quickly, and if you actually analyse the corner and straight line speeds they are not so different really. Would 2-3 hp (12-15) make that much difference?
As for the carbs, I can assure you from my experience, they are very easy to work with. We rarely touch it other than the usual maintenance, which must be the same as any race kart prep. even Honda. There's no need to make adjustments to jetting as conditions change as you do with Rotax.
I'm sure 4 stroke karting has it's place, but history shows that too many formula's always ends up reducing numbers, there's only so many drivers to go around.
