Once you step away from the Gold Book you have to create a 'local' class and get an exemption from the MSA.
I believe that Dunkeswell did that with their 177 rules to allow lighter drivers than specified to compete so long as their kart and driver met the all up minimums.
I dont know how much work is involved, but typically most clubs are already short of volunteers for the official posts and dumping extra work on the Secretary etc may not be appreciated.
So the answer is to 1) do the research, answers are in the Gold / Blue books and 2) Go to the club with a plan, including who is going to do the work of getting the MSA exemption and draft the appropriate regs for the SRs.
You would also need to show the club that the idea had the support of the grid! Signatures, not just vocal opinion.
