Good tripe!
The only thing I would add to this is use a fine emery on the axle (strokes to be in the direction of rotation.) where contact is made with the hub, and do not use the WD40 in the axle but use it on the inside of the hub area where the clamping does not take place, just the area where the chattering takes place.
