I'm pretty sure that wildtracks in Newmarket will let youngsters out on their sunday test sessions, I have seen many young kids there, its just opposite red-lodge, check this link, also they do a great cadet club where they tutor the kids very well, think thats saturday morning, for a learner its a far better and simpler track, Redlodge is a bit complicated for a starter:

failing that, Rye house cadet/bambino club in sat / sunday mornings 8-9am is well worth the trip, think minimum age is very low so your fine there, I have seen a 4 year old going around when we did it last year!..... a pro-kart trundles around for the kids to learn the racing line, they also do a slot on wednesday evenings, check out the calendar link and be sure to click "today" otherwise you are looking at januarys schedule
