We get lots of posts slating the MSA for not taking action to improve driving standards and now they get hassle for trying to do so. If you get three recorded non technical penalties within 12 months then you get a warning from the MSA. I guess this means that you have been up before the CoC 3 times and been found responsible and paperwork has been completed which the driver (and parent) have signed and accepted. As forum members complain that hardly anyone ever gets caught/punished then getting 3 in a year is either very bad luck or the driver has a problem. If, after the warning you get another penalty then you get a three month ban - so you need to take extra care in those three months or carry the cash to allow an appeal. Yes it is harsh if the final penalty should not have been i,posed but the officials can't get it right every time - maybe they missed a genuine penalty along the way.
