Am I reading this wrong?

By my calculation the minimum weight of Cadet driver under this regulation is 29.43kg. (29.43 x 2.5 = 73.575 + 29.43 = 103.005)

My fit and healthy 9 1/2 year old weighs 26kg which is the optimum weight for his height.

The average healthy weight of 8 year olds in the UK is 21-35kg for boys and 20-36kg for girls depending on stature.

Surely I'm reading this wrong or I've got my calculations wrong?

I've emailed the MSA for clarifications. My only concern is that the consultation period ends on the 13th June.
