"Note the absence of a definition for 'track' and no mention of white lines or kerbs."
Except the definition given in the definitions section of the Blue Book!
" Track (other than a Special Stage). That part of a course that may have a sealed or unsealed surface, that is designated to be used by Competitors. Its boundary may be the edge between its surface and the adjoining ground or a dotted or continuous painted line on a sealed surface, or as indicated by markers."
Now I agree that one could argue otherwise, but my understanding of this is that a kart track is a sealed surface and as such the track is defined as the dotted or continuous line painted on the sealed surface and that as such, the kerb is outside the track.
Mind you, I remember a thread quite some while ago that also noted that the track licence defined the track as not only the racing surface but also all the supplementary facilities such as scrutineering, dummy grid and link roads etc, and even then it was suggested that we needed to define the 'racing surface' to which racing rules applied and the non racing surface to which other rules applied and the status of safety features such as kerbs and run off areas in relation to the racing rules.
