Yes the cost of processing etc will probably be identical.

But like a lot of things in life you have pricing differentials and for lots of different reasons. EG an elderly couple in a large house will pay more Council tax than a faimily of 5 living in a Semi. But the costs to the Council of services will be higher for the family of 5.

I would imagine the reason a Nat B license is cheaper than a Nat A is to keep the price low to encourage more people into karting which fits with your goal of getting more people into karting.
