What Graeme has said is a good take on the situation. if you look at the meaning of top dead centre there are some very loose definitions. TDC is an abbreviation for Top 'Dead' Centre wikipedia saya 'Dead' centre is any position of the crank when the applied force is straight line along its axis meaning no turning force can be applied i.e. crank in line with conrod.
Locking tool is a useful tool but it has a inherent problem if the driven side of the crank keyway has any wear, is allows the flywheel to move forward taking up the wear giving a safe but false reading. If a DTI is used to find TDC it must be in conjuntion with a degree wheel to middle the dwell at the top of the stroke or more accuactly use a piston stop / degree wheel or digital device.
