I think you have to qualify your development with the word 'affordable'.
There are lots of developments that are available 'out there' including suspension, differentials, engine control and so on but effectively they are simply another class of motor racing, very small cars, rather than karts.
And even in F1 the rules limit or direct the development of cars. Other wise we would have fully active suspension, traction controlled,vehicles with the drivers sitting in cabinets in the pits (though the DARPA developments suggest there's no need for drivers, particularly if one was allowed to use dynamic track mapping)
