Always the set-up argument. Again it's not complicated. Set-up is part of the drivers skill and craft, engines are not. Thus leading experienced drivers will get within a few hundredths of each other with sometimes wildly different set-ups, let alone different chassis. Once optimised though, on the same tyres, there is in reality little difference and the racing, quite rightly comes down to race craft. Stick on a bigger engine and it's a completely different story though.
The majority of the arguments seem to boil down to, that many believe, subconsciously perhaps, that karting and by association any motorsport isn't actually a sport at all, it's just a hobby.
As for how Germany has done it, haven't a clue, the only point is though, if you accept that motorsport has anything to do with nature as opposed to nurture then the net needs to be cast further to find future stars.
