As most of the issues discussed happen on the first corner/start,and I know this wont prevent it else where on the track, but, could a camera be positioned at high level on the first corner,with a live feed to race control, so the coc can call upon the footage ( like hotspot or hawkeye in other sports) to determine who is responsible. if clubs got together it could reduce costs( one off payment for camera and software) and installed across the country
