(Yes it is a cadet, 900mm wheelbase and narrow rear tyres) No price is given.
The similar OTK Rocky cadet is £1700 new +VAT (£340)
So you have yourself a £2000 kart for £1000

Go to the Gold Book and find the cadet rules
"B1.3 Chassis. MSA homologated Cadet chassis only. The chassis must remain as homologated in all respects and may only be subject to approved modifications for safety reasons. A chassis manufacturer will be permitted to homologate one chassis model for any three year period and homologations will last for a total of three successive periods (nine years). The current homologation period for chassis and brakes commenced 1.1.2011; the next period will commence 1.1.2014. A full list of current homologated chassis is included in Appendix 1"

If you head off to Appendix 1 and look under Cadet (page 46 of above reference) you find
"Formula Cadet Chassis Note that 2001 homologated chassis are no longer eligible for use in Formula Cadet."
Then there's a 2004 , 2007 and 2011 homologations. the OTK Rocky UK is homologated in 2007.
So in 2014 you are likely to find that the Gold book will say that the 2004 homologation is no longer permitted, and thus three more years left in the 2007 homologation. ie: until the beginning of 2017.
Sorry if that's long winded, but as a new Cadet dad, you need to know how to use the Blue and Gold books.
It doesn't look a bad deal if the kart is genuinely unused (indeed if the bits are new, you have several hundred pounds worth in rims, brakes, plastics as kartparts charges £236 for a set of OTK cadet rims)
Tell the other half to hold off killing you for a while.
