I know that I have not visited all of the kart circuits throughout the country - BUT - Why do Marshals ; Observers ; Incident Marshals etc. have to wear Hi Viz clothing while on circuit but CoCs seem to be exempt?
Is this something to do with the fact that they are immune from danger and have some sort of protective shield around them? Ask them to wear something that aids towards their safety then you are given some derogatory reply and then totally ignored.
They do not practice what they preach. Most clubs insist that any person "On Circuit and NOT driving" MUST wear Hi Viz attire. What exempts CoCs?
I must be very naive about this, or do CoCs get special dispensation? Are the MSA aware of this potential danger?
Perhaps it is just an image thing. Who knows?

Goodbye karting. I will now get a real life.
PS - The job of a CoC is a thankless task. No matter what decisions they make, they will nearly always be wrong in someones eyes. I admire their dedication, but fear for their safety.
