Hootsman,

I would hope the blue book would give the correct guideline to the CoC as to what action should be taken.

But I am sure a couple of factors will come into the decision making process.
1/ Does the CoC believe it was intentional.
2/ Was it found in the first heat and therefore only the results from the first heat were affected.
