They already have a database and therefore if it is up to a reasonable standard the cost of adding recognition items may actually be a similar cost to the prodcution of plastic cards. As making any change, you work out what you want something to do, benefits and pitfalls (including database crash on a sunday!) the cost of what you are doing now and the cost to change and see if there are any savings to be made or it brakes even or is out of range- then you make a choice.
As for forgetting things, how many times have you had to buy something from the kart shops or borrow something because you left an item in it the garage: you havnt got it and you need it: dont race: same thing. Depends on how hard you want to make life or how forgiving you are of people simple being human.
Just because it has always been done this way dosnt mean that there isnt a possibility of improvement.
