All three types of engine go by the Otto cycle, so maybe the word 'stroke' is the problem.
Is a stroke being confused with the 4 'phases' of the Otto cycle?
The 2 and 4 stroke engines both use the slider crank mechanism, the wankel doesn't. The two stroke completes the Otto cycle in 2 linear passes of the piston (1 revolution of the crank), the four stroke in four passes(two revolutions of the crank). The wankel engine completes the otto cycle more than once in one revolution of the crank?
I think based on this the argument is irrelevant. The 'two stroke' and 'four stroke' terminology is used for the reasons above.
If you refer to a stroke as a phase of the Otto cycle, then all three types of engine are four stroke. If you refer to a stroke as one 'linear pass' of the piston in a slider crank mechanism (180° of crank rotation) then only one of the three types of engines is a four stroke, as it takes four of these 'passes' (720°) to complete the Otto cycle.
