Bucky you are right the new engine can have the electric start retrofitted. Remember that it was the MSA who wanted the engine as a pull start for simplicity.in my opinion if the MSA want to get super cadet going they should make it a one make engine series . Take the new engine remove the exhaust restrictor add a bigger carb and you have 9.5 hp , perfect. Add into the mix the ability for people to use existing cadet chassis and I'm sure people would give it a go. Originally the MSA said you could use a cadet chassis in the first year of super cadet but then changed their mind. Super cadet is a great class just need to get the grids going.
