I think this is 'rearranging the deckchairs on the Titanic'.

Full marks to CKC for trying but for all our debating the meaning of the rules, there are still too many subjective words like 'may' in the wording.

In practice I suspect the problem will be identifying which drivers committed an indiscretion and what type of indiscretion - imagine trying to enforce these guidelines fairly in the first few laps with 30 karts on the track!

Still, lets see.
